Student Insurance 2012-2013

Student health is essential to achieving your goals at Rutgers University. Access to health care and adequate health insurance is essential to your health. Unexpected medical bills can threaten your ability to complete your education should you be uninsured or have inadequate coverage. Additionally, New Jersey State law requires comprehensive health insurance coverage for all college students who are registered full-time and enrolled in a degree-seeking program.

In order to make certain all full time students have adequate insurance, the insurance fee has been included in the term bill. If you have a comparable plan you are able to complete an online waiver form, and have the insurance fee removed. (Full time is defined as 12 credits for undergraduate students, 9 credits for graduate students or as defined by their department. Full time for law and business school students is 12 credits.)

In order to provide insurance protection for our students and fulfill state and federal requirements, a comprehensive plan has been developed with United HealthCare especially for Rutgers University students to provide consistent and efficient care.

Highlights of this plan include:

  • Maximum benefit of $250,000
  • Benefits for covered services within the United network are payable at 80% with a $150 annual deductible
  • $25 co-pay for office visits for in network providers
  • Prescriptions covered with a tiered co-pay of $15, $30 or $45
  • Out of network services are covered with a $400 deductible and benefits payable at 60%
  • In Network Out of Pocket Maximum of $2,500 per person/ $5000 per family (per policy year)
  • Out of Network Out of Pocket Maximum of $5,000 per person/ $10,000 per family (per policy year)
  • Coverage may be purchased for a student or their spouse, civil union partner, or dependent children

To enroll in the student insurance plan, go to the website www.firststudent.com and complete the enrollment form and provide your mailing address for your insurance card. A card will be mailed to you.

The website www.firststudent.com is your online gateway to a broad range of tools and services. Once you have enrolled you will be able log on and access your personal health benefits information. Log in on the website to:

  • Verify your eligibility
  • Order a replacement ID card or print a temporary card
  • Find a network physician, hospital or lab.
  • Confirm that a claim has been received and is or was processed.

In order to waive the student insurance plan, please go to the website www.firststudent.com and complete the online form. Rutgers University requires your coverage to meet certain requirements. You will need a copy of your insurance card and information on your health insurance plan to confirm that your insurance plan meets these requirements.

  • Your plan provides coverage for the time you are a registered student at Rutgers.
  • Provides coverage in the immediate campus area for inpatient and outpatient medical care (coverage for emergency room care only does not meet this requirement.)
  • Provides coverage in the campus area for outpatient and inpatient mental health care.
  • Provides mental health benefits which include chemical and substance abuse treatments.
  • Covers pre existing conditions.
  • Provides Prescription coverage.
  • Covers athletic injuries occurring in the participation of intramural sports.
  • The plan is provided by a company licensed to do business in the United States, with a U.S. claims payment office and a U.S. phone number.

As insurance plans change the waiver information is requested each semester.

International students on a Rutgers sponsored J1 or F1 visa have a different process and do not waive or enroll online. They are automatically billed for this insurance plan unless they request an exemption form from the Center for International Faculty and Student Services based upon alternate insurance. This office can also assist with the enrollment of eligible dependent. Details can be found on the website http://internationalservices.rutgers.edu/.

Part time students can purchase the plan online. Please note the open enrollment deadline of 10/14/12. Additionally, enrollment for part time students is only in the fall unless there is a "Life Status" change such as marriage, divorce, birth of a child, loss of coverage due to aging off of a parent's coverage.

The open enrollment deadline of 10/14/12 applies to spouse and children.

Full time students will find the most cost effective means of receiving quality health care is to utilize Rutgers University Health Centers when possible. The full time student fee provides access to health centers on campus. Please visit the health services website to view hours and locations. When the health center is not an option, students are encouraged to utilize in network medical providers to limit their out of pocket costs.

Dental and Vision

UnitedHealthcare offers a plan for dental and vision. Details and instructions to enroll in the plans can be found on www.firststudent.com.

The annual cost for the dental plan is $574.44. There is also an option to pay the premium semi-annually. The maximum benefit payable for the dental plan is $750.00 per year.

The annual cost for the vision plan is $165.52. Refer to the brochure on the web for specifics.

Other Insurance within the University

Some students might have a different insurance plan while they are a student at Rutgers. The majority of undergraduates are insured with the student insurance plan.

Some graduate students who have been accepted into a fellowship are at times offered an insurance plan through that fellowship. The administrative assistant for the department or the coordinator for the program would be able to advise if that was the case.

TA's and GA's with a full appointment are usually considered to be Rutgers University Employee and have health insurance as an employee. Applications for health insurance are handled through the University Human Resources. Information for this is provided in the new employee orientation and applications need to be returned to HR promptly.

TA's and GA's with a part time appointment

Teaching Assistants and Graduate Assistants who hold less than a full-time appointment are eligible to participate in the Rutgers University Graduate Fellows Student Health Insurance Plan. The plan is with Aetna. Part Time TA and GA's are automatically enrolled. No forms are necessary unless the PT TA or GA is enrolling a dependent.

Human Resources coordinate the enrollment of Post Doctoral Fellows with their department. A copy of the medical application and appointment letter is necessary.

Personal Property Insurance - Academic Year 2012-2013

If a student's personal belongings brought on campus are not covered under the homeowner's or tenants policy, Personal Property Insurance should be purchased. A policy designed especially for students, underwritten by Harleysville Insurance Companies through their brokers Haylor, Freyer and Coon Inc. They offer $50 or $100 deductibles for coverages ranging from $2,000 to $20,000.

International Travel Health Select Overseas Insurance 2012-2013

Health Select Overseas Insurance

Rutgers students enrolled in the Study Abroad program will be automatically covered by the Health Select Overseas Insurance provided by HTH Worldwide Services. Other students who are planning to travel overseas and not enrolled through the Rutgers Study Abroad Office Programs must contact the Department of Risk Management and Insurance to enroll in this coverage

  • Covers any injury or illness up to $100,000
  • There is a $0 deductible for each injury or illness claimed
  • Pre-existing conditions or non-essential services (e.g. dental cleaning, acne treatments, check-ups etc.) are not covered

Rutgers has made this policy available for purchase from HTH Worldwide Services, Inc. for $34 per month per student which will cover you during program dates. To enroll, you must complete the HTH Roster Template Form [MS-Excel] and email it to Steven Martini (Steven.Martini@rutgers.edu) along with a check made payable to Rutgers, The State University of New Jersey for $34 x number of months you will be overseas. This check can be mailed to:

The enrollment roster and the payment must be received by our office at least 2 weeks prior to the trip departure.

Upon enrollment students will receive a confirmation email from HTH along with details to print out an ID card and access HTH Worldwide's online resources.
