Student Health Insurance-Mandatory Hard Waiver Policy

Rutgers University is pleased to present you with information about the Student Health Insurance Plan for 2017–2018 academic year. The Student Health Insurance Plan (SHIP) is serviced by University Health Plans (UHP) and underwritten by United Healthcare Student Resources (UHCSR).

Rutgers University requires all Full Time and all F and J Rutgers Sponsored Visa Students to have comprehensive health insurance and are required to waive or enroll in the SHIP each semester.

FALL 2017: The deadline to waive or enroll is 9/15/17.

SPRING 2018: The deadline to waive or enroll is 2/2/18.

 Failure to waive by the deadline, if you have other comprehensive coverage, will result in automatic enrollment in the plan and the student will be responsible for paying the premium.

Health Insurance Eligibility

Please select your applicable student type for health insurance eligibility information.

Full-Time Students (2017-519-2)

All full-time undergraduate students taking 12 or more credit hours and all full-time graduate students taking 9 or more credit hours* are required to have comprehensive health insurance each semester. Student insurance eligibility may be affected if an enrollment status change occurs (part time to full time or full time to part time). Students must actively attend classes for at least 31 days after the date for which coverage is purchased.

*full-time students as defined by the student’s department could require you to be registered for 12 credits, example: Rutgers Business School, Rutgers Law School.

The student health insurance premium is added to your Rutgers term bill each semester once you are registered for full-time credits. You are automatically** enrolled after the deadline in the Student Health Insurance Plan unless comparable coverage is provided. You must waive online, before the deadline, at www.universityhealthplans.com to void your automatic enrollment.

  • **Exception: Graduate fellows and Full and partial-appointment teaching and graduate assistants, please see instructions under your category below.

When you access your term bill for the first time each semester, in the pop-up window, you will select whether you intend to waive or enroll. This only indicates your intention. The waiver or enrollment process is still incomplete. You must complete the waiver or enrollment form online at www.universityhealthplans.com.

WAIVING: The charge will be removed from your term bill within 4 business days after receiving a waiver confirmation number. Failure to waive online before the deadline will result in a nonrefundable charge, and students will be responsible for the premium even if you have other coverage.

ENROLLING: We encourage you to submit the enrollment form before the deadline. Insurance cards are available 5–7 business days after you receive your enrollment confirmation number.

To add dependents or a spouse, you must visit www.universityhealthplans.com. Payment is made directly to University Health Plans. The premium for dependents/spouse cannot be added to the Rutgers term bill.

When your waiver or enrollment form has been successfully submitted, you will receive a confirmation number on the screen and to your Rutgers email address. If you do not receive a confirmation number or if you have enrollment or waiver issues, call University Health Plans directly at 800-437-6448.

NEW PROCEDURE for F and J Rutgers Sponsored  Visa Students (2017-519-2)

NEW enrollment procedures.

F and J Rutgers Sponsored Visa Students will enroll by completing an enrollment form at www.universityhealthplans.com.  The premium is added to your term bill each semester upon enrollment into your courses. To add dependents/spouse, or for a life status change, you must visit globalservices.rutgers.edu.

Waiver procedures.

If you have other coverage and wish to waive, you must visit globalservices.rutgers.edu. Failure to waive before the deadline will result in a nonrefundable charge, and students will be responsible for the premium on their term bill.

NOTE: The Student Health Insurance Plan (SHIP) premium is a separate charge from the Health Services Fee.  The Health Services Fee cannot be waived.  The SHIP is medical health insurance with nationwide coverage.

F and J Visa Non-Rutgers Sponsored Visa Students (2017-519-2, 2017-519-3)

F and J  Non-Rutgers Sponsored Visa students must follow the applicable process for full-time or part-time domestic students.

Part-Time Students (2017-519-3)

Part-time degree-seeking students taking at least 1 credit hour and not online only courses, are eligible to enroll on a voluntary basis before the deadline. Insured part-time students may purchase coverage for their dependents on a voluntary basis at www.universityhealthplans.com. Payment is made directly to University Health Plans for students and dependents and cannot be added to the Rutgers term bill.

Postdoctoral Fellows

Full-time postdoctoral fellow students are required to be covered by health insurance. University Human Resources (UHR) in conjunction with your department will determine eligibility. If you are eligible, you will be automatically enrolled by UHR in the Postdoctoral Fellows Health Insurance plan with United Healthcare Student Resources. No Waiver Action is required UNLESS you are an eligible postdoctoral fellow and you decline the postdoctoral health insurance, then you must waive the Student Health Insurance. Insureds may enroll their eligible dependents with UHR.

If you are a postdoctoral fellow who is not eligible for the Postdoctoral Fellows Health Insurance plan through UHR, you are still eligible to enroll in the Student Health Insurance plan. If you are a part-time student taking courses, then you may enroll in the Student Health Insurance Plan under the part-time rate. If you have completed your coursework and are working on research, exams, dissertation, etc., please view the section below for Graduate/PhD Students Considered Full Time Who Are Registered For Less Than Full-Time Credits.

This does not apply to RBHS Postdoctoral Fellows. RBHS Postdoctoral Fellows who have enrollment and waiver questions, please contact Kenneth Young at 973-972-6617 or youngke@ca.rutgers.edu.

Graduate Fellows (2017-202826-1)

Graduate fellows who have been awarded a full fellowship from internal or external sources are eligible. The Graduate School Dean’s Office will make final determinations as to the individual eligibility. Upon this determination, you will be automatically enrolled in the Graduate Fellows Health Insurance plan with United Healthcare Student Resources. No waiver action is required, UNLESS you are declining the Graduate Fellow Health Insurance. If you are declining, then, you must complete a waiver form each semester for the Student Health Insurance Policy by going to www.universityhealthplans.com.  Select the option bar for Graduate & Medical Student (not the Graduate Fellow bar).

The coverage period for the Graduate Fellow Plan covers a date range between 09/01/17–08/31/18, depending on your appointment.

Partial-Appointment Teaching and Graduate Assistants TAs/GAs, (2017-202826-1)

Less than full-appointment TAs/GAs are eligible under this plan as determined by University Human Resources (UHR). Once you are on payroll, call UHR at 848-932-3990 to confirm your employment status and ensure enrollment in the Partial-Appointment TA/GA Health Insurance plan with United Healthcare Student Resources. No waiver action is required; you will be automatically enrolled by UHR. Insured persons may enroll their eligible dependents with UHR.

Insured persons may enroll their eligible dependents at www.universityhealthplans.com and the premium is paid by the insured directly to University Health Plans.

The coverage period for the less than full-appointment TAs/GAs covers a date range between 09/01/17–08/31/18, depending on your appointment.

NEW PROCEDURE: Full-Appointment Teaching and Graduate Assistants (TAs/GAs)

Full-appointment TAs/GAs are eligible for the State Health Benefits Plan (SHBP). If you are a NEW Full appointment TA/GA,  you will enroll in the SHBP with University Human Resources (UHR). Visit uhr.rutgers.edu/teaching-assistants-graduate-assistants for more information.  You will complete the SHBP forms and submit the forms to UHR.  Once you have submitted your forms to UHR and they input your information into their health insurance program then we can remove the Student Health Insurance Plan (SHIP) Premium from your account.  You are not required to complete the Student Health Insurance Plan (SHIP) waiver form.  The Student Health Insurance Office will remove the SHIP premium once you are in UHR's system, showing you have submitted your SHBP paperwork to UHR. 

If you are a returning TA/GA, then once your appointment has been updated in Rutgers system by your department then the Student Health Insurance Office will waive the SHIP for you and the premium will be removed from your student account.

NOTE: If you are declining the SHBP then you must complete the waiver form for the SHIP at www.universityhealthplans.com by the deadline.

Graduate/PhD Students Considered Full Time Who Are Registered for Less Than Full-Time Credits (2017-519-2)

Terminal Masters in their final semester, PhD students who have completed their course work and are working on research, dissertation, exams, etc., are eligible to enroll in the Full-Time Student Health Insurance plan at the full-time premium.

Students may obtain an enrollment form from their department or by visiting our Student Forms page. Students must enroll each semester before the deadline. The enrollment form and payment are processed by the Student Insurance Office directly.

Rutgers Biomedical and Health Sciences (RBHS, 2017- 527-1)

Rutgers initially charges all RBHS full-time students for the Student Health Insurance Plan, annually. Students who have other health insurance coverage may opt out by submitting the online waiver at www.universityhealthplans.com. For enrollment or waiver issues, contact University Health Plans at 800-437-6448. Failure to waive before the deadline will result in a nonrefundable charge, and students will be responsible for the premium.

Part-time students who participate in clinical experience are required to have health insurance coverage. Rutgers initially charges all RBHS part-time students in clinical rotation for the Student Health Insurance Plan, annually. If you are a part-time student and do not participate in clinical experience, you will NOT be automatically charged for the Student Health Insurance Plan. If you would like to purchase the coverage, you may do so by submitting the online enrollment form no later than September 30.

Veterans Chapter 31 (Vocational Rehabilitation) / Chapter 33 (Post 9/11 GI Bill)

Veterans under the Chapter 31 (Vocational Rehabilitation) program: Please note, the Veterans Administration (VA) does consider you to have healthcare coverage under a comprehensive health insurance plan even though you must go to a VA facility for treatment. Therefore, VA will not pay the premium for the Student Health Insurance Plan. If you choose to enroll in the student health insurance, you are responsible to pay the premium charge on your term bill each semester. Please complete an enrollment or waiver form each semester at www.universityhealthplans.com.

Veterans under the Chapter 33 (Post 9/11 GI Bill) program: Please note, the Veterans Administration (VA) will pay the premium for the Student Health Insurance Plan according to your percentage of eligibility, as they do not consider you to have coverage under a comprehensive health insurance plan. The premium is included on the term bill each semester. Please complete an enrollment or waiver form each semester at www.universityhealthplans.com.
